The City of Heavener is divided into four wards as described below:

• Ward #1 consists of the area West of Highway-59 and North of East Avenue C.
• Ward #2 consists of the area East of Highway-59 and North of West Avenue C.
• Ward #3 consists of the area West of Highway-59 and South of West Avenue C.
• Ward #4 consists of the area East of Highway-59 and South of East Avenue C.

The City Council consists of five members, who shall serve, one elected from each ward, and one to be elected at large, whose official title shall be “Mayor”.

The Council holds their regular scheduled meetings on at 6:00 p.m. on the First Thursday of each month, and immediately following the HUA meeting on the Third Thursday of each month. All meetings are held in the conference room at City Hall, 103 East Avenue B, Heavener, Oklahoma 74937.
